· Is the "electronic license plate" far from congestion?

Last week, I received an information from an OEM called "General Technical Conditions for Automotive Electronic Signage (Draft for Comment)". If you look closely, it is actually a long-rumored electronic tag for cars in the rivers and lakes (commonly known as electronics). License plate) regulations.
Brother is not a "brick home", but I know a little about it and share it with you. If there is something wrong, please ask the gods. To save ink, I use the 5W1H rule to explain this:
1. What?
First of all, what is the "automobile electronic identity"? In fact, it is the "RFID radio frequency tag" that we often hear. Du Niang's explanation is that "radio frequency identification, or RFID technology, also known as electronic tag, radio frequency identification, is a communication technology that can identify specific targets and read and write related data through radio signals without identifying the system and establishing a specific target. Mechanical or optical contact."
In fact, such a label is not uncommon in daily life. For example, a book in a library has embedded RFID. If you forget to borrow in the system when you borrow a book, you will be alerted when you export. This is because the RFID embedded in the book sends a signal to inform the system that your book has not been pre-borrowed; for example, ETC cards, more and more highways and parking lots are starting to use such electronic cards to charge, the vehicle does not need Stay and verify your identity directly through the chip card on the front windshield.
The label that this national standard says is very close to this ETC card. Simply put, it is a flexible label with a chip attached to the front windshield of the car. The pasting position is “the front windshield of the vehicle is horizontally centered and vertically up, and the upper edge of the electronic sign is not less than 5cm away from the edge of the windshield”. Basically, it is just above the fixed position of the rearview mirror and the car glass.
The following illustration is from the original text of the consultation draft:

2. Why?
Now talk about the key points, why do you want to do this? The unit responsible for the development of this standard, the Transportation Science Research Institute of the Ministry of Public Security, Sun Zhengliang, deputy director of the Institute, explained three points at a meeting last year: 1. Urban congestion and pollution are serious; 2. Urban traffic intelligent management is insufficient; Traffic police enforcement is difficult.
From the official explanation, this logo is obvious. After each vehicle is equipped with this logo, the traffic authority can easily locate the position, speed and status of each vehicle. After that, road supervision to do flow control, congestion forecasting, robbery and vehicle tracking, congestion charge collection, etc. will become a breeze. As long as there is a chip with the car, no one can escape. In the future, the police will no longer be afraid that you will block the number plate. The monitoring video will not be clear and can't be photographed. The chip will record all the records.
Using a dedicated app in the future, you will see the current road conditions and the best route recommendations very accurately. Remember, this is the closest thing to the actual situation, definitely more accurate than the Baidu maps you see today. After the car thief stole the car and had not had time to pay the account, the police have arrived, because the chip has been providing location information.
3. Who?
Who is leading this regulation? The answer is the Ministry of Public Security and the Ministry of Industry and Information Technology. Who will issue the logo? There is no final conclusion, basically the Ministry of Public Security, similar to the issuance of license plates. Who will install it? It is estimated that it will not be specified, because it is bonded by the tape on the back of the electronic logo, and the owner can do it himself.
The regulations also take into account the owner's film on the inside of the front glass, so it is required to remove the solar film in the corresponding area; considering the future popularity of magnetron sputtering glass will cause signal shielding of the front glass, the regulations specifically require the glass to be reserved. Look at the microwave window to see how careful it is.
4. Where?
The area involved should be a nationwide vehicle, and it is estimated that it will start from the individual areas and start from the new car.
5. When?
At present, the regulations have been compiled and a consultation draft has been issued. It is estimated that it will be implemented in 2015, and the demonstration projects will be carried out in Wuxi, Shenzhen and Beijing. In 2016, the supporting facilities will be improved and will be promoted nationwide.
6. How?
Soon when you buy a new car, in addition to applying for a license, you will also be sent an electronic logo with you. The owner must follow the instructions and the vehicle registration and registration will be checked to see if there is anything wrong with you. But you can't break it, or you won't be able to pass the annual inspection or even be punished. However, it is not excluded that it was only recommended at the beginning. However, if the insurance company is bound, the insurance will not be accepted without the label, then the owner has no choice.
After reading so much, you must be asking, is this stuff good or bad for the owner? The bugs have listed a few advantages and disadvantages that they can think of.
Car owner benefits: vehicle burglary rate is reduced, traffic accidents are more accurate, high-speed payment is convenient, etc...
Government benefits: traffic management is more convenient and urban management is more scientific. For example, if a road congestion charge is charged during peak city hours, the charge system associated with the logo can be automatically charged on your account. Do you still think that it is unreliable for experts to rush to collect traffic congestion fees every day? Once the hardware and software are built, the government can implement the congestion charge collection policy in minutes. For example, if you limit the number on the day, you should not expect to get away with it. As long as you drive on the road in an unreasonable time, the system can automatically deduct the fee... This assumption is not terrible, I will not say it.
The point of question First, is this practice alleged to violate privacy? The driving information of the vehicle actually hides a lot of personal information of the owner. Your behavior habits, residence, work place and place of consumption, once the owner and the vehicle are related, as long as you drive, you are under surveillance all day, and you can't agree. Everything that involves privacy is definitely the most difficult to deal with.
Secondly, can this really ease congestion and reduce pollution? Or just to prepare for the road congestion charge. After the addition of the electronic logo, it will indeed improve the traffic guidance, but the driver will still open. Due to the favorable guidance, there may be more vehicles on the road, and the pollution will not be more? More likely to be used in conjunction with the congestion policy to charge such a new policy. At that time, only the owners of "having money and willingness" dared to drive at random.
Again, the affiliated business value generated, by whom to develop and benefit. Imagine that the daily driving information of all vehicles can be recorded in the background, and can be related to vehicle brand, displacement, driving speed, accumulated mileage, main activity area and other information. If we use big data to do the analysis, we can easily make a lot of very valuable business reports. For example, if you want to know how many years of driving, how many years does BYD’s “Qin” owner drive? What is the proportion of urban road conditions and high-speed road conditions? What is the radius of activity? Based on this, adjust the battery driving range and the distribution of the charging pile, what effect will it achieve?
In addition to doubts, Xiao Biange thought that there are still obstacles and problems from all levels to be solved. For example, how to solve the construction cost of electronic identification system? How to ensure that all vehicles on the road are installed together? Therefore, ETC may withdraw from the market, how to digest the previous hardware and software and manual investment? If vehicles use electronic signs for back-office payments, will highway tolls still exist? Will these people be laid off? How to solve the problem that the imported vehicle does not reserve a microwave window on the front windshield? How to avoid the situation where electronic identification is dismantled and stolen?
In short, this is definitely a new technology that is valuable to the whole society. How to use it will become the most difficult problem in the future. Let us wait and see. As a car owner, I will only support and will not oppose it. Anyway, our family is a good citizen who abides by the law.
