"At present, China consumes 8 billion batteries annually, and there are about 3 billion energy-saving lamps. If such huge quantities are not properly disposed of, the harmful substances will infiltrate into the underground, causing serious environmental disasters," said Chen Guiyun.

However, at present, there are still problems in the recycling of strong-pollution household products in China. On the one hand, some of the strong-polluting articles of daily use are not responsible for the recovery, and the separation of production and sales and recycling. On the other hand, China lacks a scientific and effective recovery system.

It is understood that grass-roots people generally support the recycling of strong pollutants and actively classify domestic waste. However, after the classification process, there is no corresponding organization to receive these strong-polluted household garbage, and it is unrealistic to put it in the home for a long time. After being discarded together with the general garbage, the garbage disposal agency has not performed the delivery, resulting in an embarrassing situation of no-door recycling.

The "pollution prevention tax" may be properly levied

In view of the problems in the recycling process of strong-polluting household items, Chen Guiyun suggested setting up a recycling system that relies on the community, implementing trade-in replacement, and increasing the enthusiasm of the public. Taking the residential community as the basic unit, a collection point for strong-pollution household items is set up. It is collected in the community for a certain period (weeks, ten days, and a half months), and the environmental protection department receives the materials monthly. At the same time, trade-in is implemented to increase the enthusiasm of the masses.

At the same time, the main body responsible for the recycling of strong-pollution products is clearly defined. Areas in which used batteries and other heavy pollution household products processing facilities have already been established are responsible for the recovery of the responsible enterprises; in areas where no treatment facilities have been established, the responsibility of producers and sellers shall be clearly defined in accordance with the principle of who is responsible for production. , promote the recycling of strong-polluting household items.
