In less than three years, public bikes have lost nearly a thousand vehicles, and one car a day is lost. Why did the "all-weather, all-free" public bicycle project once proud of have such problems? Phenomenon "The Overlord"

Phenomenon two "rogue cars"

In nearly a thousand lost vehicles, the proportion of malicious encroachment is not high. More is a "rogue car." For example, someone rides to a place like a hypermarket, and because the rent-return car network is a distance of 200 meters from the entrance to the hypermarket, it is too lazy to send it and stops at the door of the hypermarket. Others saw that the car was unlocked and had a good ride. In another case, according to the current regulations, the initial points in the car card are 100 points, and the car will be returned within one hour, rewarded by 1 point. If it exceeds one hour, points will be deducted. If the car is not returned within 24 hours, it will be Detained 100 points. After the car's card points have been returned to zero, even if the car is returned, it can no longer be borrowed. Need to go to permanent company registration and reactivate. Some people complained about the procedures and troubles. Once the points have been returned to zero, they will simply “move horizontally and vertically” and will not return the car.

Wan Huqing said that most of the nearly 1,000 vehicles lost should still be in Minhang. Because public bikes are custom-made. It was almost impossible to steal it and sell it. It was too conspicuous. And this type of car, the steel ring is aluminum alloy, the steel wire is stainless steel, the tire is solid, the body parts and the ordinary bicycle are not "compatible", want to remove the parts, use other bikes is not possible. The irresponsible borrower lost his car. In some green areas, the “rogue cars” can often be seen in the community.

Lack of constraints

The loss of a large number of public bicycles on the one hand explains the lack of responsibility of the borrower and the refraction of the system design flaws. Wan Huqing said that the transport management department lacks restrictions on dishonest behavior. In the current system, there are only incentive measures and no restrictions. Points are high and you can participate in some activities, but there are no countermeasures for "Overlords" and "Rangers."

At the hearing of the preliminary review of part of the 2012 budget of the Standing Committee of the Minhang District People's Congress held at the end of last year, there was a proposal from the residents' representative to either issue a card deposit or collect an annual fee. The all-free approach is too advanced. It overestimates the quality of residents and cannot be done in developed countries.

Countermeasures office card deposit

Wan Huqing said that starting in the second half of this year, Minhang will implement a new operating model of “receiving card deposits, collecting fees, and free use”, which means that each card will receive a deposit of 200 yuan and a cost of 10 yuan. The deposit is based on the Hangzhou model. There are currently 60,000 public bicycles in Hangzhou. Each vehicle charges a deposit of 200 yuan. At the same time, it also listened to the opinions of the deputies and the people. Most of the borrowers are working-class workers and cannot get too high. So as not to increase the burden on the borrower.

Wan Huqing has repeatedly emphasized that the deposit and the compensation are not intended to make up for the funds of this project through charges, but they want to enhance the sense of responsibility of users. In fact, the cost of a card is 11-12 yuan. There is no charge. Some people don’t care. Cards don’t care.
